1 I received a call from an unknown number regarding a home loan. I did not have any clue about it. Is this a scam?

1 I just received a phone call from this number 717-296-8990 from Blue Ridge Summit PA asking for my social security stating there's a legal enforcement action tied to my name and social security number and I could be contacted by State authorities/court house and to call them back before possibly getting arrested. I called the number back and they were vary vague and asked why I was calling and if I had knowledge of the call. I said no because they called me, very odd. She wanted to verify my social # and I would not provide that over the phone and she said ok thank you and hung up. This is illegal and should be looked into by authorities.
